I want this rule passed at the earliest! H4 EAD rule in its current form is still restrictive but something is better than nothing. H4 spouses - when they start working will contribute to TAX as well as SSN , the benefit of which they may not ever take. This makes tremendous economic sense as more income in a family will add back more to the economy. The job market will only be good for the ones who are really qualified and capable.There will not be many H4 EAD holders under the current rule and only a part of them will be back to the job market , so no one is going to take your job away! So many H4 spouses have been living under so much agony having given up their professional careers for too long. They have no SSN, not able to get loans , don't have financial independence and live under the shadow of H1 principal holders- This is fundumentally against women progress as well as against basic human rights(right to earn your own meal). The country of opportunity and freedom has not been so kind or has done just to the H4 spouses and most of them are modern day educated women.REPORT COMMENTS

I personally DISAGREE with above statements because may be the allegation is true for 1 or 2 percent of cases out of 100 percent. However, we shouldn?t consider such a small sample and say 100 percent are bad. There are lot of H4 people highly educated and talented, unfortunately their work boundaries are limited to few square foots inside four walls in their home. I don?t think people with fake experience would survive any longer on the job. This is something paying company should look into and I don?t see any relation with H4 EAD. It?s pretty common to have supporters and opposes for any legislation and I?m sure congress takes right steps in right time. Also, I request to think about a case where somebody on H1B and he/she has family and kids. They will have to live with single pay check and they are equally paying taxes with other green card holders and citizens. I agree that adding some tight rules when issuing EAD for H4 visa holders are required and USCIS appears to have those in place. If somebody worry about job upon issuing EAD for H4?s, I would say that?s not a source of problem. Because whoever getting H4s, they are already here in US and they should be allowed to work to feed their family or when H1 need H4 support for various family reasons. It?s probably fair to control yearly H1B quota, because if somebody do not receive H1 visa, they will not be in US and spouse will not have H4, no issues for anybody. Also, H1 issued to somebody outside US only when nobody found with those skills in US. This is an opportunity for us to learn what jobs are outsourced and how do we fill those in future with existing work force. If I remember correct, H1 visa job skills are posted publicly for those interested in learning more. I guess above statements are put here just to create false feel in people without proper facts and data. I?m sorry if anybody don?t like my opinion. I request this rule does not pass. I recently lost my job to an H1 contractor. There are many highly skilled IT workers who are are either laid off or new graduates looking for jobs. They are willing to work temp or full time. The problem is these indian companies(TCS, Infosys etc) hire mostly indians and place them in jobs that were previous held by US Citizens. The longer I am out of work the higher the burden is on Tax Payers. Companies prefer H1/H4 because they work for cheap and many of these consultants work for TCS, WIPRO who have contracts with these companies. I am against H4 as this will cause more competition in the workplace. As a recent report in UK shows the public has revolted as many UK worker were unable to find jobs because foriegn works took them. If this rule were to pass. H1/H4 should pay a double income tax. The money they earned should be tracked and limited how much they can send back. Most of the indian H1 are sending so much money back home. That why India is getting so rich. Money needs to be tracked. H1/H4 know clearly that the money they make here they cannot make anywhere else. So they will not go anywhere else. I am a US Citizens my parents worked hard to become citizens it took them 15 years. They paid their taxes and settle in USA. USA needs to focus on getting Highly skill American IT workers back to work. They can do it by giving tax incentives to companies and for the ones that have been out of work for long time. They could provide additional training to enhance their skills. Many of the indians that come here bring their work ethics here and office politics which ruins the american office culture. For Non US Citizens working here it not a RIGHT it a privilege. The reason they don't want to work in India because it does not pay well and the working conditions are bad.REPORT COMMENTS

Why shouldn't this rule be passed? There are legal , tax paying working immigrants who have been working here for a decade and their spouses are pretty much non existent beyond a dependent status. Why would someone vehemently oppose something that helps people secure their and their family's future? Not everyone comes here with an intention to take advantage of loopholes. And no H1Bs are not under paid. We have struggled through jobs to make our mark and make a career for ourselves. I am speaking out of humility this kind of opposition without looking at the facts is plain an attempt to spread hatred. How many of you opposing have worked on complex algorithms, Watson analytics, Big Data, Social Media, Automation, Design , Operations, Manufacturing. Times are changing if you want protectionism things will never work out with Globalization in full effect. There are plenty of H1Bs who are making well into higher 6 digits and are contributing positively to their surrounding communities, schools etc. Just blatantly saying everything is wrong and jobs are being given away does not make it an argument. Do you know how many spouses have already done Graduate study here in the United States of America and are not able to secure a job because a restriction like this? IT industry is not suffering from West to East coast all the people employed in IT are making huge strides. We have cross trained ourselves, improved our skillsets, have taken up jobs that require 100% travel to meet with the current job market needs. Where would u stop with your opposition? If the concern is about people faking their resumes, isn't it the job of the company to vet the resumes before hiring someone. How can that be related to passing a rule like providing EADs to H4 visa holders. I know a couple of my H4 friends who got so frustrated with being housewives for years, that they had to leave the US to pursue a career back home. The principal H1Bs, mostly husbands, had no choice but to abandon their lawful permanent resident processing midway, quit their Silicon valley jobs and head back home to be with their families. Had this rule been passed back then, many of those advanced STEM degree holders could have been retained in the US. I hold a H4 visa and I can tell you that life is not easy. The H1B lottery system, difficulty in finding a sponsor, no SSN and no student loans to even pursue education makes it very hard to be on H4 visa. The H4 EAD rule fixes this scenario, by providing work authorization to the capable H4 holders whose spouses have progressed to a certain stage in Green card processing. I truly think H4 EAD should be passed with no further delays.REPORT COMMENTS
