I totally DISAGREE with the above rule. It's not fair not to pass this rule, just because someone has got job by faking their resume. Even though they are talented, they have become homemaker as they are on H4. By getting work permit they can do jobs, look after her family and contribute to this country economy by paying tax. It's a win win for both. It will be very very very helpful for many people if H4 gets EAD. -

H4 EAD is just and fair. I do not agree with this petition and this is the reason why - 1. On basic, humanitarian grounds every person should have the right to work, especially in a free country such as USA. I agree that H4 visa holders should know that this visa forbids work in advance but the new rule will provide EAD only for 'certain' spouses who are already on the path to citizenship. So I dont understand - if they are going to eventually become citizens after 10 years of wait, why destroy their careers while not allowing them to work now. 2. As the petition mentions, ' EAD is being misused by people to create fake resumes and market themselves as 8 to 10 years experienced candidates.' this is even done by students on F1 visas who eventually get H1B. So should students also be taken away the chance to work. Faking resumes is wrong but taking away someones opportunity to work is the wrong way to address the issue. 3. While everyone is talking about STEM and IT industries, what about non-stem people who want to work and earn money for their household? What about designers or marketing people? Dont they have a right to work or they should be oppressed and forgotten just because of their choice of field? H4 EAD helps non stem people. 4. There are few people who struggled very hard to get work permits and fought USA's difficult immigration policies. They poured money on education, hard work and lot of years of their lives. They might be unhappy about how easy it will be for some of H4s to get a job, but they should look at how their kids will benefit if they married a girl from their hone country in future. 5. I agree that H4 spouses who face domestic violence has everything to do with their spouses beating them. But worth authorization is their key to step out and support their own and their kids lives. So faking resumes is wrong but banning H4 people, already on the path to citizenship is not the way to deal with this problem.REPORT COMMENTS

It's a MYTH that granting H4 EAD will improve the America's economy .The money is being invested in their home country and citizens of this country who have spend thousands of dollars in education suffer from unemployment. I don?t understand why people are scared to fight against H4 people.True talent is always appreciated. If you have real talent you don?t need to get scared of losing your job anywhere.But the fate of H4 visa holders like me who have very good experience and technically good lies in the hands of Luck by applying for H1 Visa just to get a job like another visa holders. I completely disagree with this petition. Whoever created this just created it out of Jealousy. Everyone should be allowed to work since work is a basis human right. Let the market decide if someone is not qualified to work based on education/ skills. If there are fake resume in market then the companies should improve their selection process to find out whether a person really has experience or not. I totally opppose this petition, H4 dependents should be allowed to work, If you want to make H1 Visa's more difficult, thats a different story but once you get a skilled foriegn worker to the US then why not let their dependents work here? Constant abuse of H-Class Visa's are enabling Foreign con-artists with poor to sub-par IT skills to enter the United States, depriving American IT workers of needed employment. I agree there are lot of IT consultants, who make fake resume and get a job, but that problem exists for H1, L1 also. Why should the spouses of H1 be made to suffer because of few people who cheat on their resume. If cheating is a problem you want to solve, make stringent laws, that enforce employer to do a background check on the candidate. Or invalidate any foreign job experience they have. What is the point of victimizing H1B spouses. People who are against this law, please realize the majority of H4B spouse are highly qualified, and will only help in creating more jobs. Once a family of H1-H4 visa have more money, they will invest more in the economy and boost it. I don't support this new rule of H4 getting EAD 1. I have seen far too many cases of workers in the IT field falsifying their resumes to gain employment. 2. I have seen the same people defrauding their interviews that are usually conducted on skype by paying a professional to answer the interview questions 3. This practice will simply continue if H4 visas are granted with EAD 4. IT firms will be able to recruit H4 visas with EAD at much lower pay as these people are desperate for jobs.This will hurt the legal residents and citizens that are seeking employment 5. H1 visa system itself is flawed as companies make no attempt to hire domestic citizens or permanent residents first since they can hire H1 workers at much lower wages 6. H4 spouses who face domestic violence have nothing to do with their employment authorization. They are a victim of their spouse, plain and simple. Getting EAD will not magically end domestic violence. There are many ways an H4 spouse can get help from NGOs that are there to support them.REPORT COMMENTS

DISAGREE TOTALLY with misuse point ! 1.Read a comment somewhere that many STEM graduates are going back because of lottery. That is not fair. In the quota of 85000 they should be given first opportunity. historically that number has not crossed 30000. so less skilled H4 taking their opportunity is really not true. In fact same STEM graduates face same H4 not able to work issue in few years as they start getting married( tell me how many of such graduattes find spouses in US ?) many a times H4 are married first and then come to US because their H1 invited here.. also most H4 do not realize the boredom of not working( because they have never been idle their whole life) Another proposal is ban outside H1 applicants until all STEM graduates and H4 who all are already here get opportunity to work here. does this sound fair??? 2. Misuse of EAD does not make sense. I would pay someone more to get things done that someone unproductive and charges little less. To curb the issue of misuse of EAD we can just mandate LCA to make sure they are paid correct salary by employer and not low balling auch EAD candidates. Also what about those stem graduates who go to low class univs ... just to pass and not skilled enough to secure a job in 2.5 years of opt? at the end world is not fair.. reducing constant suffering of few of affected is also important. I am dismayed by the lack of sense and facts in the original article. It only talks about far-fetched potential misuse of a proposed act. It is very similar to saying ?let the summer never come since someone might not have air conditioning?. From a macro-economic perspective; the more people produce for the country, the better it is. It is imprudent to keep skilled workforce grounded for the lack of a potent immigration policy since these people will eat, breathe and live on the resources of the country without making a penny for that very country. Immigrant families face many years of hardship, anxiety and legal challenges to establish themselves in the newly adopted country. For the legal immigrants, it is usually a symbiotic relationship between the immigrant and adopted country. If the congress fails to provide work authorization to the H4 visa holders, it would only lead to mass repatriation of skilled labor force that came to USA, picked up critical skill sets and took all that knowledge and experience to another country to safeguard career prospects of their spouses. This is akin to investing in an employee and when the employee matures, sending her to work for a competitor. Please pass this rule to allow H4 holders to work as it will improve the economy of the country. Those who are worried for Job security, they need to work hard , they need to upgrade their skill sets but they cannot stop others to work! Not sure person who raised issue, I think he/she is not aware that L2 can obtain EAD. It does not mean they are road blockers for others who don?t have jobs. I think it does not make any sense comparing with others, I would strongly recommend to pass this rule to help entire country, this will defiantly improve the economy of the country and more jobs will be available, more skill sets will be available.
