    H4 EAD is a big scam the elite left rubbed on the face of everyone, thanks to Obama! Obama should have short listed families waiting for many years & give the whole family EAD/ green card instead opening up the gates for every one with an approved I-140, this is greatly damaging the IT wages, effecting all senior resources making livelihood out of IT, dumping cheap labour, severely impacting Masters students who spend a fortune to get USA degrees, looting unskilled jobs from Americans, etc.. its high time its revoked immediately before more Americans get laid off!!

    I STRONGLY support H4 EAD. First of all, this rule is only for H4 holders who have an approved I-140. This means they already wasted a good time of their life in this country. Even after you get the EAD it's not like some company is ready with a job for you. Professions like nursing, doctors, etc require additional certifications and courses to complete to even apply for a job. Its only human to give the H4 spouses a little hope, if at all, to live a life, like your forefathers had when they came here and now you call yourselves American citizens.

    I am H4 Visa, I am not even in the IT industry. I worked hard to get a job, gave several interviews, worked through my Master's degree. I did not fake my resume. It is not fair to put everyone in the same ball game. Because of some fake, everybody should not suffer.

    I am on H4 visa. Recently got a master's degree (in STEM) form one of the top 10 universities in the USA, did my paid internship at HARVARD. Now interviewing for full time jobs. People who already have EADs are the ones in their path to get green cards and they eventually become american citizens. America will do great with citizens like us and please do not take away our ability to work. DO NOT EQUATE H4'S LIKE US TO H4'S WHO GET JOBS THROUGH FAKE RESUMES AND FAKE INTERVIEWS

    As an Indian national and currently on H1b, I can say that H-4 visa is being misused by more than 99% of the people. They all come up with fake experiences and work for very less salary compared to citizens, green card holders, Stem degree holders and genuine h1b holders. H-4 EAD rule should be removed or should be used only to run a business. But for actual employment, h1b should be considered. And H1b actually verifies if a person is eligible for the job(like their educational background etc). CAP should be removed to h1b so that all people who want to go in H-4 may a go through H1-b process.

    I support H4 EAD. It's not EAD spouses who are willing to work cheap, the system is taking advantage of H4 EAD spouses by paying less money particularly who didn't work in US for many years due to multiple reasons. But for other spouses (who are working on H1B) H4 EAD gives a chance to work freely for any employer without sacrificing both job/pay. Certain countries (India / China etc.,) has to wait 10-15 years for Green Card and all these years (till they get GC) they have to maintain their status (H1B). Without H4 EAD these folks spouses has to stay home which adds up to their stress level. A person who has Citizenship/Green Card think different than a person who is on Visa. There are different ways to check whether that person is worked legally in US or not. The best way is SSN admin. They clearly post each year earning in their system.

    Being a citizen of the USA and looking for a job. This is my observation, H4 EAD spouses are depressing the wages by working cheaply. To begin with H1B employees work for 30% cheap than US Citizen and then h4 EAD spouses take away additionally 30% off the market rate and make it attractive for the clients to get hired. e.G : if the client is willing to pay $100 to the consultant.....h1B employee normally gets 60 - 65 $ per hour and if H4 EAD spouse wants to work they are willing to work for 35-40$ per hour which deeply cuts the wages and depresses wages. I understand h4 EAD spouses may be talented but cutting wages is not the right way to get in the job market. there has to be a system in place to compete. If someone has to compete then they have to compete in a level playing field. today it may be ok for h4 ead to get a job but 10 years down the lone , when their kids looking for jobs , are they not going to go thru more pain ? I beleive in the US system for justice.

    If you can't catch fake candidates it's your inefficiency and should not punish the genuine candidate. There are many ways to catch the fake profiles and the system should be improved instead of abandoning it. H4 EAD contribute a lot to the IT industry and also helpful for the H1B spouses.     I support H4 EAD in big way because it is a fair rule. Spouses of each H1B visa holder is NOT eligible to receive H4 EAD. Spouses of H1B visa holders are eligible for EAD only if H1B holder/primary applicant files for permanent residency and meets eligibility criteria. I agree that abuses of H1B visa or any immigration visa needs to be addressed for sake of American workers too. However any immigration framework should be fair. It is unfair to ask spouses of H1 B workers with well qualified background not to be part of workforce just because they are on H4 visa. Once H4 visa or any other visa is granted to alien, it is unfair to treat these visa holders as third class citizens and force them to sit at home. The abuses of H1B Visa or H4 EAD should be addressed and dealt by other law enforcement means. It is unfair and absolutely illogical to blame all issues on H4 EAD itself because overwhelming majority of H4 EAD holders have become productive part of American society and economy.

    Scrapping the whole rule because of issues specified is not logical. Make the hiring processing Strict. Insist on in person interview, Hire the right candidate by raising the Hiring process standards. If the candidate applied is having H4-EAD, make the hiring process even more tough to get genuine candidates. If the person who got the job, doesn't have so called knowledge how can he even survive IT industry which is constantly changing,updating, requires a person with genuine knowledge and passion for the work he/she doing. IT industry is not suffering because of EADs, It is now constantly evolving. Most of the IT companies now are insisting for local candidates & in person interviews only or Skype interview. Candidates have to go through multiple rounds to be selected including written aptitude tests. It is not easy to get 5K salary. Many companies even have mandatory STEM degree ,Green card holders /citizens restriction as well based on their requirements. Amputating a hand, instead of curing the disease is foolishness.

    People are misusing H4 EAD to no end. They are even using it to join medical residency training programs and if something happens to their spouses H1, they lose the EAD thus placing the training program and the hospital in jeopardy. Not only did another person lose the spot because of an H4 EAD holder, but they also put the training program and hospital in peril due to this uncertainty for the duration of their training. . I strongly urge congress to pass a rule so that H4 EAD cannot be used as a proof of employability for medical residency training programs.

    Spouses of immigrants are taking up jobs like restaurant servers, gas station cashiers, etc on H4 EAD. These jobs are being stolen from the US Citizens. H4 EAD can pick up pretty much any jobs or start a business and put the US Citizens out of jobs and business. There is no protection for US Citizens against H4 EAD.

    I do not agree with the fact the EADs are being misused. Even if people are faking resumes to get into contracting positions , they would definitively have a clear a good amount of interviews to actually bag those positions . Just holding an EAD or green card or even being a citizen with a fake resume can never land a job . I am sure even companies planning to hire new employees would know of this situation and take necessary steps to filter out the people with fake resumes.Considering the great economy , I definitely support H4 EAD.

    My Wife is talented Finance professional with Master's degree in Statistics. My wife has 4 years of related work experience in her home country. My wife is able to work due to H4 EAD rule which is a blessing because without opportunity to work, my wife would have been unproductive member of US society. The people who fake resumes are committing fraud and it's illogical to use this reason to undermine H4 EAD. These fraudulent incidences should be reported, investigated and dealt with the law. This is also true in cases of organizations in US who are committing H1B visa fraud by taking away Jobs from US workers. It makes no good sense to punish law abiding immigrants due to unscrupulous fraud committing individuals and Organizations. It should also noted that, H4 EAD is granted only in cases where people have started process to become permanent residents and it is not granted to every H4 visa holder.

If H1, L1 rules come, these low wage inexperienced techies mostly homemakers will be in demand by body shop outsourcing companies. Stop this immediately.     Arguments aside, H1 is a talent driven visa and if you ask his/her spouse to only sit at home - you are forcing the proven-talented person to leave the country as soon as they can. So much for fixing the broken immigration system and retaining talent ! This was not the intention of H1 in first place.. To put in perspective: Imagine if you have to leave your job or leave your spouse if your spouse got a better job beneficial in his/her career.

    If some one encourages skill , H4 ead rule should be there. For any such program there will obviously be some pros and cons. Why is every one blaming H4 ead for fake resumes . Isnt this happening with every visa category ? . There is tons of recruitment agencies coming up with strong BG check process. Again, A manager who is really skilled knows a fake person on the very first day. If the manager is giving a chance to this fake person, I could imagine the people the manager dealt with in the past. And I was reading the number of H4 Ead visas doesnt even contribute to 4% of the entire job market. So You all believe this is going to bring a lot open positions ?.

    This rule has to be passed. I'm an Indian citizen in USA as a dependent for 10 years. A Pakistan national (for eg, but any other country other than India/ China) with same level education/ experience gets the Green card in 2-3 years, whereas an Indian national cannot be sure of getting it even in 15 years. My husband is a MS from top 10 university + MBA from #1 ranked university (in the US) still doesn't have a green card after 14 years and if spouses are not allowed too work, it leads to abuse, more importantly, US will lose talent! Important to use other measures to curtail fake resumes. I believe this problem will not persist if H1b misuse by IT companies (indian/ others) can be kept under check
