The path to green card is very long for Indians and Chinese citizens and can take up to 15 - 20 years. Expecting the spouses to be domestic slaves for that long is IN-HUMAN. If you have issue with fake resumes, that is not specific to H4 EAD, any random person can fake a resume. H4 EAD rule helps give meaning to spouses of H1B employees. Spouses cannot even pursue hobbies, make living out making youtube videos, earn some money through Airbnb rentals or even start a business. Their education and life is reduced to as worse as a refugee in a middle east conflict areas and is reduced to worthless. This causes suicidal tendencies, stress at home and may even lead to divorces. -

I worked in an Indian MNC when I was in India, but I got married to someone who is an H1 b holder and so when in USA I was not allowed to work. Its hard to imagine the pain that a women goes through when she is forced to leave something that she loves and sit at home. We H4 dependents are also capable of working , have good engineering backgrounds and good experience in MNC. But just because we married somebody who is an H1b we are forced to leave all our talent and become an house maid. Is it fair in any sense? It is actually not human. Or should we not get married only to H1-B holder?? What should we do?? If we have not worked for couple of years no IT company will give us job again, our whole career is ruined. Its not about job or earning its about one's self respect , dignity which we are taught from our child hood. We also studied the same that everyone else did. We also worked very very hard to get a job. We also have brains and we want to utilize it for something useful. It gives us satisfaction. It gives us an identity. It gives us self respect. My marriage has suffered irreparable loss because I was not able to work. Frustration of sitting at home just killed me from inside. We were having fights, I blamed my husband for my condition. For my disrespectful life, even I was not able to respect myself. What is the harm in increasing the competition, EAD is not giving us job directly we have the talent then only we get a job. It just makes America more competitive , that's it. American organisation will get best employees because of that. If we are not allowed to work then please don't give us H4 visas also. Let us be in our own country because stopping someone to work or to do anything that they want to do is wrong as per human laws. Everyone should have freedom to work at least and live an Independent life. I would request all to think about EAD's once again. First of all, the information provided in the petition is misleading. The EADs are only provided to the spouses of H-1B who have already filed for the green card and have cleared I-140. Because of fractured Green card system based on employment, the green card are provided by country, although 70% of H-1bs are from India and China. It is estimated that based on the current trends anyone applying for green card based on employment from India will have to wait for 35 years ( almost a lifetime). While people from other countries in the same categories get their green cards within an year. The H4 EAD provides the spouses with a very fundamental right to work, be financially independent while they are waiting for the dates to be current. Please remember that these spouses and H-1bs have already spent 6 years or more in the country paying taxes, Social Security and contributing to the economy. The fake resumes as the petition claims can be made by any person irrespective of visa status. It is unfair and illogical to burden/accuse H4's of this without any valid data. I think ultimately the burden lies on the companies to check their employee's background thoroughly and verify their credentials. Based on DHS, the H4 EAD's make up less than 0.01% percent of the total population in U.S, so the argument that they displace the workers or pose serious competition seems invalid. Also, note that these H4s are on the path to become legal immigrants and eventually citizens. They will eventually be part of the system and the market. The claim that they take away jobs is inaccurate, on the contrary H4s with EAD create and support more American job. I will explain that in the next paragraph. I am an H4 visa holder since 2008. Our I-140 has been cleared since 2011. I have a masters degree in planning from a reputed US university but was unable to find an H-1B sponsor in my field. I was finally able to have an opportunity to work in 2015 and since been working as a FTE with a City's planning department. My son, who is a U.S. citizen, has been diagnosed with autism and receives therapies that are covered by my insurance. So, if we do the maths, my job allowed me to hire an American nanny (1,000$ per month), pay for therapies (which comes to 80$ per hour, my son receives therapy for around 30 hours per week) and hire an American cleaner (pay around $100 per month). In addition, we can now consider buying a house that will generate property tax. We won't have been able to afford any of these on a single salary.REPORT COMMENTS

I am an H4 visa holder with a Masters degree in STEM from a very well recognized university. The H4 EAD has been a real blessing for my family. I believe my eligibility to work is helping me make my tad bit contribution to a US company and enhance my skills. The company that I am part of performed background verifications in the same way as it does for any H1/F1 applicant. There maybe agencies that misuse visas and it need not be just H4 visa. I believe this cannot be taken as a criteria to wipe out H4 EAD. The issue mentioned here is more on the lines of scrutinizing agencies that misuse visas rather than taking away H4 EAD. This would be unfair for many spouses like me who are working with a Masters degree in the US and also paying taxes to both state and nation. Almost 99% of h4 EADs are fake profile. I am in IT industry and worked for many clients in US. I know a lot of housewives who took some basic training either for QA or a business analyst. And they fake their profiles as a 5-10 Yrs experience professional. And Indian IT companies hire them for cheap and they are ready to work on those wages as for them it's a bonus. Let me tell you my story. My husband and I have been in the US for 15 years now. He, a highly qualified PhD in Biology from a renowned US institution with post doctoral experience at a leading hospital. Me, a MS and MBA from a reputed schools in the US and working as a senior manager in Pharma with a great career trajectory. He had to move to a H4 due to the completion of his post doc and for supporting his wife's dream to follow her dream job to Boston- needed a legal status to remain in the US as he was looking for a new position . What we thought would be a short term fix ended up being a 4 year curse! No lab would sponsor a H1B due to the tightening of NIH funds ( professors have a to show funding for 3 years to sponsor someone a h1B) and he couldn't get into the companies because no sane company would wait forever to get allotted a H1B visa that fills up on the very 1st day it opens! Tensions in our marriage, a complete loss of self esteem, loneliness you name it ! But he is a trooper whom I am incredibly proud of- he broke the vicious cycle, used his time for take multiple courses and studies and made a crucial decision to change his focus from research to strategy consulting for healthcare companies. The EAD has been blessing- he got many more interviews( contrary to belief, it is quite difficult to get through the Automated Resume screening systems if you need sponsorship for a visa- ask me for first hand experience) and now is starting a new job as a Strategy consultant at a Top 10 Healthcare Consulting firm in NYC. Paid equally and not depressing wages. If anyone is interested in actual facts- read through the analysis of the H4 EAD rule - the number of EADs that would be issued only make up less than 0.05% of the workforce looking for jobs. That's a infinitesimally small number. I don't disagree that there is abuse of the H1B system, and wholeheartedly support a reform of the system. But to blame H4 visa holders whose only fault was to support their spouse's dreams is WRONG ! Instead of blaming them and considering them to be threats, get inspired by their struggles and be a better version of yourselves. Listen to more of these stories and try to understand their viewpoint. They are not here to "threaten and steal jobs" - all they ask for is to be treated fairly.REPORT COMMENTS

Well easy for people for talk about H4 EAD holders without knowing their story. I am an engineer with a masters in Biotechnology from U.K. Not an IT person. My husband, who's again not in IT, been here for 10 years and despite being qualifies, I had to and genuine experience in both U.K. And India, I sat at home for 3 years, jobless because I did not have a work permit. I even started studying again. But why spend $$$ on something I don't really want to do?! Raise qualifications for H1-b approval? Yes. Taking out such a loud action on all the people who do no harm to others just by spending there time WORKING is just not fair. I have a US master's degree and graduated in 2014. I graduated within the 1% of my class. I was forced to transfer to H4 after completing my one year F1-OPT to maintain legal residency status. I am also about half-way in obtaining my license to practice independently and and run a firm which in turn can create jobs. In order to obtain my license, I need to have worked under a licensed professional for approx 3500 hours and complete the required exams. H4 EAD is helping me put in the hours required for my licensure. We(legal immigrants) like American citizens pay taxes and having done a masters degree in the US, helped the American economy. My husband is a Stanford graduate and holds multiple patents. If the H4EAD rule is to be revoked, we both plan to move back to home country. USA would have lost a two skilled workers who could have contributed in creating jobs and boosting the economy. H4 EAD is a blessing for anyone whose spouses are stuck in green card backlog where the wait times for Indian/Chinese citizens are nearly few decades and have done everything right to maintain a legal status.REPORT COMMENTS

Since the introduction of H4 EAD, many Americans couldn't get jobs. And also many H1B holders couldn't get jobs. That said using H4 EAD and finding a job is not ethically right way to enter into IT job market the reason why I say is majority of H4 EADs don't have right credentials. We are depressed , reassuring ourselves that at-least we as parents are educating our child at good schools and do whatever in our limits to make him/her happy . After marriage, I left my lucrative career in Mathematics in overseas and moved to US. Looked at the situation and realized pursuing higher studies is the way to find a legit job. I completed my Masters in US in Mathematics major and I was top 1% student. Around the same time H4 EAD rule was passed and I was delighted apply top companies in my field. As generally these companies don't sponsor Visas, I was competing for a job that doesn't have discrepancies. With my potential, I was able to secure 4 offer letters and chose to work for one of the top employers in my field. Well, first of all, faking resumes and experiences will only get a person a job for a few days. If the person is not performing good, he/she will be terminated immediately. Every company has the mechanism to review this and remove the employee if he/she does not deserve the job. It does not require years to know this, it can be done in one or two months. Now if a less experienced person is performing very well then it does not matter how his/her resume looked like. So if companies properly review the work after the hiring, it will not be a problem on how long the experience was on the resume. Second thing is American companies need highly skilled people more than those people need the job. They still have their native country where they can work in IT and earn more by bargaining from the same American company which is going to hire them when they have no skilled people to do their jobs. So if H4 EAD is cancelled and if that H4 is already talented highly skilled person then he will not be staying in America to waste his/her skills, he/she will go back and work from there. By that way, America will lose the related H1/L1 person also. So the loss is mutual and in fact loss is more on hiring IT companies side.REPORT COMMENTS

H4 EAD holders are the ones who WAITED for their turn to secure a job the right way. How difficult would it have been for them to forge a tech resume, IT experience and get an H1B? These H4 EAD holders waited for their turn and preferred to proceed legally. FYI, NOT ALL H4 VISA HOLDERS ARE ELIGIBLE FOR EAD. ONLY DEPENDENTS OF I-140 APPROVED PETITION HOLDERS ARE ELIGIBLE. THESE PEOPLE ARE GOING TO GET GC IN THE NEAR FUTURE. H4 EAD holders are also creating jobs since they are also permitted to start a business. This rule has raised their standard of living. They are now able to afford and invest on real estate and now have motive to stay in the country while waiting for this excruciating long GC process. We are paying taxes and staying here legally. This petition is a proof of insecurity of Americans. They want a good pay, luxurious 8-4 job, lazy weekends. I have worked in an all American, non-IT environment.I was so surprised by their attitude. They strictly worked ONLY their defined hours, not a second over. They will not even answer work related questions when on a 15 minute break. They will strictly only do what their job role defines. They are not proactive to grow, gain additional knowledge, education and keep cribbing whole day. They also abuse FMLA, blame employers for health issues related to job stress. I am a H4 EAD holder with about 7 yrs IT experience. but due to personal reasons, i am not able to start my career either before or after the rule came in effect. Its like my knowledge & experience has not being put in proper use. Now i am preparing myself for getting a job as things are getting settled. but if its revoked at this time its pretty hard for my to digest. As said in this petition, I know some who have faked their resume. Even with zero experience they will add 8 yrs experience and get a job. Its not just with H4 EAD, even before H4 EAD, i have seen spouses faking their resume to get H1B directly through consultant and seen them clearing through lottery process with some genuine ones not getting through it. I always wondered and felt terribly bad on that. I would recommend to make the rules stringent like adding background checks or some privileges taken, if H4 EAD is misused. My instinct is if even if H4 EAD is reversed then people will revert back to get H1B through fake resumes.REPORT COMMENTS

When you repeal this rule, several of these families will be forced to sell their houses, and cut down on the house hold income just to adjust with the loss of one salary. Hi, I have seen many of my colleagues/friends working with fake experience soon after completed their MS and asked them why do you want to do such tough jobs as having 1-2 years experience. So they replied as below "There is no opportunity for freshers or 1-2 years experienced, if we get an opportunity for students why do we go for suck fake experiences". Do Not repeal This rule. Please make Stringent rules and criteria.. Introduce background checks for any organization before employing H4 EAD people. It is true that real talent is going waste when spouse come on H4 to accompany their loved ones. This rule has given hope for those who are compromising their excellent careers for their family. Please try to clear the loop holes not the rule. Put a check on consulting firms. Think why consulting firms are growing exponentially. Stop the cheating that is happening through them. Big organizations have back ground verification process. When that organizations are hiring properly why not small companies??? Repeal this rule , I am a h1b employee and at my workplace I have seen few to many H4 EAD spouses working , they are completely fake profiles , which they themselves are revealing that the consultancies they approach will change their resumes and arrange a proxy for their interviews . They are struggling a lot at work to complete the tasks and asking help , when enquired why they are not able to do the task , they are saying they didn't work in tht technology , I don't understand why government allowed such rules , allowing fake people to add fake resume and with help of consultancies getting jobs , taking away job of a genuine candidate and being zero productive . Shame on such people and such consultancies . I fully support and request government to repeal allowing h4 ead . There are families not having 1 job also , greedy immigrants needed 2 jobs for spouses also with fake profiles such a shameless people .REPORT COMMENTS

Please DO NOT repeal this rule. My wife is well qualified with multiple masters degrees and she was wasting her whole career until this rule was passed. After procuring her H4 EAD, she got the job in pioneer IT firm in no time. So, when we are in the right process of obtaining citizenship, why to revoke her EAD and waste her talent, anyways we are going to obtain green card and citizenship at one point. Not to mention how financially supportive she is to my family. Not to forget majority of top IT firms in this nation are founded by 1st/2nd generation immigrants which has created so many jobs for Americans. I still believe US is a land of opportunities for everyone.REPORT COMMENTS

H4 ead clearly displaces American jobs as there is no stipulation on what jobs they can take. They are clearly not highly skilled and there is no minimum wage. That said, they can displace an american at McDonalds, gas station, motels, malls, corporate offices, etc. on a average every year more than 50000 h4 ead's are displacing 50k american jobs.REPORT COMMENTS

Dear whoever, The reason you are not qualified to make this argument is because your writing shows that you do not have basic knowledge of English grammar. I am an H4 EAD holder and I know my future is in trouble. I have a Masters degree from well known and accredited (you should Google the meaning) public research university in the U.S. My spouse who is an H1B visa holder has a Ph.D. from Ivy League (Again, Google is your friend) school. We did not come from privileged background, we do have student loans just like your fellow smart Americans who understand the importance of immigration. We worked hard, stayed away from families, we compromised, and we missed many crucial moments of our loved ones' lives.
