Even in state jobs, H4 EAD people getting in with no past experience. Spouse will be working as contractor , Interview pannel will be his friends. Its hard for genuine people to get in. Atleast state jobs should be limited to Citizens. And also the pay rate, the people with fake resumes obviously demand less and the payrate is going down aswell. -

These h4, l2 and j2 EAD should be stopped please. EAD is a privilege not a right which should be earned and most importantly earned by going in a right and proper way. It’s like cutting/jumping the line by person who does not possess proper skills to do the job. If so claimed intelligent h4 , l2 and j2 EAD people cannot apply for H 1b to do the job that should make us think :(... I do understand good candidates exists everywhere but in this category very majority of people are getting jobs due to EAD status rather than skill set due to no sponsorship and low wages. No cutting/jumping the line please, if it’s an airport, restaurants or for that matter at any public places will you allow a person to cut the line unless it’s absolutely emergency. I am sure even these so called EAD people would not tolerate this kind of behavior in public places then why in jobs. This is one of the most abused visa type by all involved. I see people speaking in regional languages in the office especially managers and by their subordinates who always try to fan the egos of their bosses ( for raises, bonuses, job stability etc reasons other than proper work) this has to stopped we go to work to do the job not gossip..healthy conservations (English speaking only) are always good but no office gossip, small talk, politics. All are suffering with H4 EAD and now there are no jobs in the market. This was not the case before. Most of the H4 EAD's filled IT positions where many of them are from different educational back ground. And they are thinking as experienced professionals now. Many people are struggling hard to find a job, americans, OPT students, H1B holders. Where is the job in the market? Please evaluate all the H4 EAD holders education and experience they had before getting the job on H4 EAD. Then will realize how many fakes are there really. I personally know more than 10 H4 EAD holders in my place who never worked in IT or had a different educational backgroud now occupied as software engineers in different companies.REPORT COMMENTS

They are unable to take care of their kids because of the odd jobs. Its very cruel, H4 EADS are taking even those jobs . Both IT and Non IT jobs are being taken. Indians have abused H1B Visa by creating fake resumes. Now their wives are following suit. If wife is talented STEM Graduate she will have no difficulty getting a job and changing to H1B. The fact is these women have business or marketing or media and communication degrees. So they create fake resumes, helped by "consulting" firms. Not only does it affect Americans, it also affects Indian students here whose legitimate degrees are not being considered. Imagine the cost to both public and private sector where people without qualifications are taking away American jobs. What is worse H4 EAD workers are wealthy. If they cannot thrive on one income then I guess their husbands are not being paid as they should be thus reinforcing the argument that H1B Visa is depressing wages. on the other hand, if we continue to allow these rich women to work because they are bored, depressed or need an identity ego push at the cost of Americans it is even more ridiculous. They made a choice to marry a H1B Visa holder. Why should poor American or our IT trained graduates pay the price. By the way I am Indian.REPORT COMMENTS

In India have never seen a person who has done BSc Nursing or Medical or Physiotherpist or BEd teacher working in IT companies as Programmer Analyst or QA or BA. They all work in the fields they got their education. With H4 EAD , many people in these categories are working as software engineers with consulting companies jsut because they don't want to spend money and time in US to continue their education and they are getting training, In india even if they get trained, they can't even dream of getting an IT job. People with H4 EAD in US are misusing H4 EAD a lot,. Why the spouses who have done non IT courses as major in India landing in IT field? They are definietely replacing eligible people's job with this H4 EAD rule which has no boundaries to get any job they want,REPORT COMMENTS

NO NEED to REVOKE. This is given to spouses who are dependents to someone who have approved i140 and are on the path to GC. They will eventually get EAD. What do you mean this happens only in US? check Indian reservation and Caste system, that is real issue/discrimination, people with no credentials get into big institutes, jobs in your country due to reservation, first change you country before telling US. Most people in the comments are hypocrites. If you think this unfair then go to your country and do something that's suitable to you. Issue is with Indian IT companies bringing people for low wages. Fake resumes are everywhere F1/L1/H1/H4/TN many visas even your congress party president Rahul gandhi has fake resume. DO NOT REVOKE H4 EAD! This is ridiculous! People & companies misusing this EAD should be punished, why do you want to punish everyone for a few law breakers? If people drink and drive will you ask for prohibition or cancelling everyone's license? Also, the reason behind fake resumes is that H4's have lost so many years that they find it difficult to get into the workforce. I do not support faking resumes which is why I have been unemployed on H4 EAD for 2 years. But revoking it is not the solution. Consulting companies should be screwed for hiring H4 EAD with no IT educational background and no prior experience. It will be easy for consulting companies to hire an H4 EAD person. Most of the consulting companies have long relationship with the clients and they trust these companies. Most of the IT jobs needs computer related education and how these consulting companies can hire a non IT educational background person. Everyone will try to survive and with the team work and help they get for sure they will survive, But is this what we want from H4 EAD people. They are not for filling the IT jobs. Please revoke H4, L2 and J2 EAD. Most of the H4 EADs who are hired do not possess the skills required and are hired through kin and kith hiring process and for lower wages. This is being abused by everyone in the process due to lower wages and work without sponsorship program. Although they go through interviews and hiring process when doing job hands on they do not know the simplest of the commands that are required to do that job. That makes one think about the interview process. If one really possessed higher skills in IT why they could not get a job from past 8-10 years under H 1B visa thats something to think about. Agreed one takes sabbatical or break due to reasons of their own but after that they could get onto H 1B why only on H 4 EAD why not on H 1B. And also in IT industry one why would one work for 20/hr when there are jobs that pay 50-60/hr in the same field and on same platform areas because those jobs really need genuine experience. Everywhere genuine people do exists, but it all again depends on majority. Within the 2-3 years of H 4 EAD program introduction there are more than 100000 jobs being taken by H 4 EADs. Per statistics this is almost more than half of 65000 H 1Bs provided (for entire world per year) that shows how many jobs are being taken away by H 4 EADs.REPORT COMMENTS

Talented Americans are not even known about job opening or not hired for jobs. This is huge impact on American parents and kids. Agree! Trump should revoke H4 EADs as soon as possible. This should be the easiest thing to do for Trump administration as H4 visa holder was not allowed to work prior to Obama order to allow them to work. H4 EAD does not have any restrictions what so ever like how H1B is tied to an employer with salary cap. H4 EADs are working for below par salaries and this is impacting US citizen's ability to get a job with a decent pay. Obama order is illegal. 1. Creating fake resume etc. is not in anyway related to H4EAD. That does happen with any visa or even with no visa. 2. I think we should support H4EAD for spouses of H1b whose i140 is approved since they are on their path to green card and the only step remaining is the GC queue. So given that these people are future green card holders and there by future citizens it makes sense to not deprive them of job opportunities since it will only hurt the country in future when they become GC holders or Citizens as they loose years of work experience. 3. As per Rachel's comment below, the number of H4EADs issued going forward after the initial years should be very few since it will be only for spouses who are not working on h1b / L1 / L2 / F1 / F2 etc. and number of I140s approved from gc backlogged countries such as India and China. 4. I some how feel Indian IT consultancy firms want H4EAD to be removed so they can hire these candidates and file for H1b there by getting their "cut" in the monthly salary.REPORT COMMENTS

I recently happened to see some numbers (104k) applicants filed H4 EAD in 2015. 1) This H4 EAD is NOT issued for ALL H1B workers spouse. It is applicable only for applicants whose spouse I140 is approved. 2) In this case, Let us do this math. Based on 2017 Dec - Priority date for India is Nov 2008. Approximately 9 years. 9 years - 104K applicants filed (all together) . Since H4 EAD is not issued to ALL H1B Spouse multiplied by 60K visa every year = we don't really see H4 EAD for 60k every year. Number of 104k applicants is for ALL I140's spouse who are waiting for 10 years in GC queue. So, its 104k/10 years = 10K applicants every year. 2) Let us consider few scenarios: (i)Both husband and wife working scenario : a)Many husband and wife are both working. In this case, NO EAD is required for them. b) If either of the spouse requires H4 EAD, then still 1 H1B count goes down to replace H1 to H4 EAD. So, Job market is not affected by this H4 EAD as it just replaces their work permit. (ii) Only 1 spouse working scenario: a) H4 EAD permit doesn't mean that the person starts earning right away. b) Definitely this H4 EAD applicant needs to apply for jobs, get interview calls, attend interviews, has a waiting period similar to ALL applicants, then gets a job finally.Hope this is NOT an easy process. How does this impact job market ? c) Not ALL H4 EAD's get jobs. Some get H4 EAD's for i) To get driver's licence for pickup/drop of kids to school. ii) Some get EAD to obtain SSN - Just to open bank accounts iii) Some don't work in IT (They don't steal American jobs) , But work independently to start their own business (May be a grocery store/ a Salon store/ a jewelry store). In this case, How does this impact American economy ? 3) If H4 EAD's really is the reason for American's job loss , why is 5.8 million jobs vacant (Data from CNN money). ? Personally, I struggled 3 years to settle down in the same place where my husband works . I hardly meet my husband once a month after my marraige. a) Flight expenses to meet each other . Are we not helping the Aviation industry by flying N number of miles every month ? b) Rent expenses for both - Are we not helping the real estates industry paying 2 rent for 2 person ? c) Internet/ grocery/ Gas/Electric/ Car/ Car insurance /Medical etc - Multiplied by 2 - Are we not helping ATT/Charter increase their sales target ? Are we not helping gas stations like PDQ/BP etc ? Are we not helping gas /electric ? CARs - Are we not helping Car industry (which Amercian's work) when we buy 2 cars ? What about Car insurance again ? and the list goes on and on . We finally switched jobs (many times) to settle down in one place. Then started a family and I have 1 daughter. Again Medical expenses / day care expenses etc . Every place (Let it be India or US) , we need to spend for day-to-day living. We (immigrants) do support the local place we live now (USA) thru other means like Social security benefits/ medicare/medicaid taxes which we don't even get the benefit? Why not the broken immigration fixed first before these decisions are considered ? FEW SUGGESTIONS: a)Try providing Permanent Residency to MS (Master's candidate) immediately. This will help more students pursue higher studies in US (again adding to US economy). b) Down the line, check whether the H4 EAD's are requested to ppl who migrated from other visa's like (H1/L2 etc). The issue of H4 EAD misuse is legitimate so is the fact that a lot current H4 EAD holders are very qualified, have advanced degrees and are being paid far above the median wage for their jobs. The enforcement of laws and regulations need to be strengthened. The consulting or outsourcing firms misrepresenting the information and faking resumes have to be prosecuted and made an example of. H4 EAD is mostly used by dependent child and woman .working give woman financial independent , open bank account, contributing member of family.In some state they are not issued drivers permit unless they have SSN .With unemploymen rate record so low , taking work permit does not make senses , not all H4 EAD are working not every H4 visa is converted into H4 EAD .As some one argued if we are so qualified why don’t we get H1b , not every position and every field have H1b , there are some high paying job that are not qualified for H1b .
